Overview

As the Civil Design Engineer for the South Area Development Planning (SADP) project, I played a key role in addressing the technical and regulatory aspects of infrastructure planning within a 23,076-hectare area of the RM of Corman Park, adjacent to the City of Saskatoon. The project focused on guiding future residential, commercial, and industrial development while ensuring long-term sustainability. My responsibilities involved conducting detailed infrastructure analyses, leading engagements with critical stakeholders such as Saskatchewan Health Authority, railways, and adjacent municipalities (e.g., RM of Dundurn), and ensuring compliance with municipal and provincial regulations.

Key Responsibilities

  • Conducted comprehensive infrastructure assessments and background reviews on existing water, wastewater, and stormwater systems, identifying gaps and proposing enhancements to support the area’s future growth.
  • Drafted detailed sections of the final project report focused on water, wastewater, and stormwater serviceability improvements, ensuring the proposed infrastructure met the long-term demands of the region.
  • Coordinated in-field survey teams to collect essential data for utility services analysis, forming the basis for accurate and reliable serviceability plans.
  • Led the analysis of shallow utility services, identifying opportunities for integration and capacity upgrades to support the proposed land use concepts.
  • Facilitated stakeholder engagement with key entities, including Saskatchewan Health Authority, railways (CN and CP), and adjacent municipalities, ensuring that their feedback was incorporated into the planning process and infrastructure development.
  • Developed Class 5 cost estimates for infrastructure improvements, ensuring that financial planning was aligned with the project’s goals.
  • Contributed significantly to the drafting and review of zoning bylaw amendments, ensuring proposed changes within the study area complied with both technical requirements and planning regulations.
  • Identified and developed strategies to mitigate risks associated with environmental, regulatory, and technical challenges, ensuring the project proceeded smoothly and successfully.

Outcomes and Impact

As a key contributor to the South Area Development Plan (SADP), my work provided the RM of Corman Park with a strategic framework for guiding future development within the region. The comprehensive land use concepts, serviceability plans, and zoning bylaw amendments supported the RM’s vision for sustainable growth, positioning the area for responsible and long-term development.
